Step Up Leg Exercise
Basically step up and down a step or set of stairs alternating your legs.  Once you are used to this then you should increase speed, technique, etc. and it should become a cardio exercise.  If you live in a block of flats then why not just run up and down the stairs for as long as possible?  It's hard at first but you get used to it quickly...
